The Administrative and Financial section is a programme support unit that plays a major role in managing the Bureau's decentralized resources by:

providing assistance and advice to the Director of the Bureau, unit heads and programme specialists in preparing the execution of UNESCO programmes:

  • taking part in discussions and in the decision-making process in all areas where its help is needed, particularly on budgetary, administrative and personnel issues.
  • ensuring the execution of the implementation of programmes funded by the ordinary programme or through extra-budgetary resources, in keeping with administrative organizational procedures and the decisions made by the Director General.
  • harmonizing the final draft of documents such as the biennial programme and budget and the annual work plans.

helping in the preparation of budgets and project documents to be submitted to possible donors by :

  • ensuring that current rules and regulations are strictly adhered to throughout any budgetary, financial and administrative operation.
  • supervising the preparation of budgetary and administrative documents, as well as those related to human resource management.
  • Advising and helping programme specialists to solve administrative problems encountered during the planning and the execution of their programmes.
  • acting as a focal point between the Bureau and the central services of the Secretariat.
  • assisting colleagues in understanding issues related to the Staff Rules and Regulations.

Financial management involves:

  • approving expenditure incurrings and payments, in accordance with the powers delegated by the financial controller and with the internal rules and regulations on the subject.
  • ensuring control of expenditure,
  • advising the various units on ways of carrying out decentralized tasks.

As for general administration, it involves periodical reviewing in order to improve procedures and work methods existing at the Bureau, representing the Bureau at meetings on issues related to the administration and to personnel, writing reports, memos, etc.
