The development of the ERC is backed up by a partnership at three levels:

At the local level: a synergy is created between the populations,
local government and administrative authorities of the region to realise
the activities at the grassroots;

At the national level: setting up ERCs results from a successful
partrnership between the Government of concerned countries, the National
Federation of UNESCO Clubs and BREDA (UNESCO-DAKAR). This partnership
gave rise to an ad’hoc structure supported by other partners (NGOs,
OCB, Ministries…)
- At the international level: to date, the building and functioning
of ERC was funded to a large extent through extra-budgetary funds within
the framework of the UNESCO Co-Action 204 programme as well as through
the assistance of other development partners. Besides, ERC activities
are supported by Agencies of the United Nations System and international
NGOs.
Thus in Senegal, this successful partnership enabled the Literacy Caravan
to obtain Dutch funding for its second phase entitled: "Educational
Resource Centres Network" from 1997 to 2000. The movement was thus
able to obtain support from other countries within the framework of bilateral
cooperation (Netherlands, Japan…) and institutions of the United Nations
System in Senegal: UNESCO, ILO, FAO, WHO, UNICEF, HCR. Similarly, other
national structures collaborate closely with the ERC Network: ENDA-TM,
AGADA, CONGAD, PROCELOS, PAPYRUS, GTZ...
In Cameroon just as in Mauritania, the ERC network also works closely
with institutions of the United Nations System and the Government. Thus,
the coordinator of the Ngoksa ERC in Cameroon is an officer seconded to
this task by the Youths and Sports Ministry.
