INTEGRATIVE
EDUCATION

In June 1994, Unesco organised
an international conference in collaboration with the Spanish
Government on special educational needs (disabled children,
children in difficulties). The theme was: " ACCESS AND
QUALITY ". The aim of this conference was not only to look
for a way of moving closer to the Jomtien objective of Education
for All, but also and mostly to promote the integration of children
and adolescents with special educational needs (disabled children,
children in difficulties, etc) in the standard educational system.
The aim therefore is to promote the ability of ordinary schools
to receive all children, whatever handicap they may have (including
all forms of disabilities or difficulties). |
This conference was attended by more than 300 participants representing
92 governments and 25 international organizations and it adopted
the Salamanca Declaration and Framework of Action for special
educational needs, which is inspired from the experience acquired
by the participants, and from United Nations recommendations, resolutions
and publications, namely the United Nations Rules for the Equalization
of chances in favour of Disabled People (resolution A/RES/48/96).
These two documents constitute a reference point for the implementation
of the principle of integration. Since this international conference
was held, Unesco developped programmes of support for the introduction
of services that deal with special educational needs as an integral
part of school syllabuses.
Integrated education would then appear as the principle according
to which ordinary schools would be required to receive all children
including those with disabilities. They would therefore adhere to
the principle that there is a necessity to satisfy the need of working
together in an integrated environment.
In March 1998, the Regional Bureau for Education in Africa, or BREDA,
was provided with a service in charge of education and special educational
needs, led by a young disabled woman. The Bureau is equipped with
a ramp to allow easy access to the responsible of the unit but also
to disabled visitors.
In March 1999, the BREDA held a regional African workshop on support
to children with special educational needs. Furthermore, the BREDA
commemorated in 1998 and 1999 the anniversary of the convention
on children's rights, and at both occasions, it lay the emphasis
on raising public awareness on the need to promote integrationist
education.
ACTIVITIES
CARRIED OUT

Organisation
in March 1999 of a Regional African Workshop focusing on support
to children's education and to children with special educational
needs, whose aim was to gather African experts in education and
special needs education in order to examine the issues linked
to the obstacles to integration (prejudice, ignorance, negative
attitudes,…), and from there to seek a solution adapted to the
African context.

Organisation
of awareness days on the need to promote an integrated education
in Senegal and Africa.

Material
and financial support to institutions and organisations of disabled
people and/or promotion of education for disabled people in Africa.
ACTIVITIES
PLANNED FOR 2001

Symbolic
celebration in Dakar of the United Nations Day for the Disabled
on January 18th 2001, with the aim of raising awareness among
Senegalese people on the need to promote an Integrated education.

Organisation
on the 20th and 24th of February 2001 in Senegal of a National
Workshop on the Development of Human Resources aimed at providing
support to education for children with special educational needs

Production
and dissemination of teaching materials in Africa

Production
of a teachers' guide for Africa

Organisation
of other activities such as round-table debates, information missions
aimed at assessing the people and resources available and surveys
on the ground in African countries
