EFA SUB-REGIONAL FORUM
UNESCO-BREDA, Dakar, Senegal, 27-30 March, 2002

Context and Rationale

A quick look at the latest progress reports from member countries regarding the completion of the National Action Plans (NAPs) for Education for All (EFA) indicate that many countries have made only negligible progress toward fulfilling the goals set for September 2002. In order to ensure a regular follow-up of the EFA goals in Africa, a regional follow-up forum has been organized in Dakar and other sub-regional forums approved at the meeting of African Ministers held in Paris in October 2001. These forums constitute an excellent structure of dialogue for the drawing up and implementation of national action plans. The Dakar meeting is one of three follow-up and coordination meetings organized in conjunction with education specialists based in UNESCO’s Africa offices in order to boost national teams in their efforts to meet the September 2002 deadline.

Objectives

The main objective of the meeting is to evaluate the progress made in the elaboration of the EFA national action plans, to identify the major constraints countries face in that regard, and to find solutions that will help meet the deadlines in the required timeframe.

More specifically, the objectives are:

  1. To review the revised draft of the EFA regional action plan in order to include the observations made during the Paris meeting held in September 2001, and in order to finalize it

  2. To evaluate the progress made in the elaboration of the EFA national action plans

  3. To formulate proposals that will assist in completing the national action plans within the deadline of September 2002

  4. To discuss ways of improving communication between coordinators, sub-regional representatives and their spokespersons, and finally UNESCO-BREDA

Expected results

The regional and sub-regional forums are set up and fully functional, and ideas and strategies of elaboration and implementation of the EFA objectives are shared.

  • An efficient mechanism of communication is put in place to facilitate the liaison between coordinators, sub-regional representatives, the regional spokesperson, and UNESCO-BREDA

  • Progress about the elaboration of the EFA national action plans is assessed and constraints and appropriate solutions are clearly identified

  • The EFA regional action plan is approved at the sub-regional level

  • A mechanism of communication between coordinators and other key EFA stakeholders is put in place

  • The report of the meeting of the sub-regional forum is drawn up

  • Partnerships are strengthened at the sub-regional level
