African Forum of Parlamentarians for Education

(AFPED)



DAKAR DECLARATION

We, members of the Contact Group, present in our 1st meeting in Dakar from 21 to 23 January 2002 for the creation of the African Forum of Parliamentarians for Education (FAPED) and representing the Parliaments of the 6 regions of Africa and Indian Ocean, further to the kind joint invitation of Senegalese and Mauritian Parliaments, with the support of the UNESCO Regional Bureau for Education in Africa (BREDA) and in collaboration of the UNESCO Regional Bureau for Education in Beirut;

Convinced of the usefulness and the necessity of creating the FAPED as a parliamentarian Institution of promoting Education for All, which is the foundation of development in Africa;

Recognising that the execution of the programs of action and of the objectives of FAPED depend essentially on the Parliaments of the Member States and that the task requires the implementation of partnerships that associate the governments, the international and regional organisations and the Civil Society, in order to support and reach a quality Education for All by 2015.

Having followed and highly appreciated the clear position of sponsoring, partnership and support expressed by the representative of the regional and international organisations mindful of the sustainable development of education which is a fundamental lever; United Nations Educational, Scientific and Cultural Organisation (UNESCO), World Bank, United Nations Children's Funds (UNICEF), United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), African Development Bank (ADB), Organisation of African Unity (OAU) etc.

Aware of the vital importance for the Member Parliaments to have the countries they represent approve the AFPE quadrennial Program of FAPED, examined by the Contact Group so for its application and for the execution of its content.

Let us take the common commitment :

  1. To adhere unreservedly to the creation of FAPED ;

  2. To give account of the whole decisions to our respective Parliaments and those of the countries of the 6 regions represented in the present Contact Group of the 1st meeting in Dakar, from 21 to 23 January 2002, exhorting them to adopt it quickly;

  3. To work together for the establishment of the FAPED by December 2002, and of the National Committees issued from it ;

  4. To carry on the discussions within the respective parliamentarians in order to mobilise the necessary resources for the functioning of the FAPED organs;

  5. Let us express to His Excellency Mr. Abdoulaye WADE, President of the Republic of Senegal our gratefulness for the high attention he has devoted to our works.
