CONSULTATION WORKSHOP OF EFA COORDINATORS
OF THE FRENCH-SPEAKING COUNTRIES IN AFRICA

Dakar 28 June - 2 July, 2004

The UNESCO Office in Dakar (BREDA), in collaboration with the Intergovernmental Agency of the Francophonie (AIF) and the Conference of the Ministers of Education of French-Speaking Countries(CONFEMEN), is organising in Dakar (Senegal) from June 28 to July 2, 2004, a consultation workshop of national EFA teams of the French-speaking countries in Africa.

BACKGROUND AND JUSTIFICATION

In the framework of the convention between intergovernmental Intergovernmental Agency of the Francophonie (AIF) and the Regional Office of UNESCO for Education in Africa (BREDA) concerning the collaboration with the French-speaking Member States of Sub-Saharan region in the preparation and the validation of their EFA national action plan, the Director of BREDA, the Director of Education, Technical and Vocational Training of AIF and the Secretary-General of the Conference of the Ministers of Education of the French-Speaking Countries (CONFEMEN) have met to evaluate the progress made within the framework of this agreement.

To date, all the French-speaking countries have more or less advanced at their disposal versions of their EFA plans that still require technical support for their improvement and for their effective consistency with the various strategic and macroeconomic framework of planning (DSRP; UNDAF; PPTE; Fast-track; OMD, RESEN...).

The analyse of the plans available to the BREDA and the interventions carried out with some EFA national teams showed that many actors of the EFA follow-up need capacity building taking into account the importance of the exercise and of the responsibility which falls to them.

It is order to overcome these insufficiencies that AIF, BREDA and CONFEMEN took theinitiative to gather the members of the EFA national teams in order to give a progress report on the state of progress, to record the constraints with the finalisation of the EFA plans and to identify the supports necessary to the continuation of work.

In the sidelines of this consultation, BREDA will join together the participants of the beneficiary countries of the Italian project for the finalization of EFA plans (Benin, Togo, Mali, Niger, Rwanda, Chad, Burkina) for consultation and development.

OBJECTIVES

General objective: To strengthen the capacities of the head of structures in charge of the elaboration, the implementation and the follow-up of the EFA national plans.

Specific objectives:

  1. To make the point on the state of progress of the preparation procedure and finalisation of EFA national action plans;

  2. To strengthen the technical capacity of the EFA national teams in charge of EFA in the field of sectoral analysis and formulation of educational policies;

  3. To identify the fields of future actions in order to speed up the finalisation process of the EFA plans and to support the research on financing for their efficient implementation.

STRATEGY

The work of the meeting will take place in the premises of the Regional Office of UNESCO for Education from 28 June to 2 July, 2004. The delegation of each country will be made up of one EFA coordinator and one specialist in formulation of educational policies who have taken an active part in the elaboration of EFA plan .

Specialists in analysis and formulation of educational policies will be present for presentations on the most relevant topics and to guarantee better exchanges with the participants.

During the meeting, each delegation will have to present a synthesis of maximum three pages on state of progress of the preparation/finalisation of the EFA plan of their country, and which reflect the constraints recorded as well as future actions proposals for the continuation of the process.

The meeting between various participants will allow to exchange experiments and to be informed on specificities of the other countries. Suitable analysis and planning will be put at their disposal in order to give them the opportunity to get involved more efficiently in the finalisation of EFA documents.

RESULTS

Result 1
: An established state of progress of the finalisation process of the EFA/NPA and the identified constraints.

Result 2: The technical teams in charge of EFA will be better equipped better, better informed for the analyse of the EFA action plans and for a better follow-up/evaluation of their implementation.

Result 3: Actions to be undertaken and of the methods of support to the countries will be clearly identified.
