PROGRAMME SPECIALIST
(Secondary, Technical and Vocational Education)
The Director-General would welcome applications from qualified candidates
for the following vacancy. Applications from qualified women candidates

Duties and responsibilities:
Under the supervision of the Director, UNESCO Dakar, the incumbent will
implement programme activities related to Secondary, Technical and Vocational
Education, in addition to acting as programme coordinator for the ED Sector
within the cluster countries of UNESCO Dakar:
1. Programme Implementation (Secondary, Technical and Vocational Education):

Undertake activities with a view to improving secondary, technical
and vocational education, viz. teacher training, adaptation of curriculum
and delivery methods, and production of appropriate teaching materials.

Promote the creation and/or reinforcement of secondary, technical
and vocational teaching centres and research groups in order to encourage
pedagogical innovation in this field.

Contribute to reinforcing the network of secondary, technical and
vocational institutions through the creation of a data base so as
to facilitate the exchange of technical information.

Undertake consultative missions with members States to evaluate,
at their request, the secondary, technical and vocational systems.
-
If requested, assist Member States in developing and implementing
national programmes that are consistent with their policies and needs,
and in implementing projects in the field of secondary, technical
and vocational education.

Maintain close contact and cooperation with the full range of development
partners and
stakeholders, including UNESCO Institutes, INGOs, NGOs, development
banks, and bilateral donor organizations, in the field of secondary,
technical and vocational education.
2. Programme Coordination - Provide strategic planning advice for strengthening
the programming and implementation capacity of the Office and its personnel
when performing their roles and functions in a reformed and decentralized
UNESCO organizational structure:

Assist in building capacity for the Education Sector while maintaining
close cooperation with Headquarters, specialist Institutes and Centres,
other decentralized units, and relevant external agencies, promoting
complementarities for achieving programme priorities.

Encourage appropriate consultation externally and internally when
implementing the programme, providing technical assistance and substantive
backstopping as requested, assisting in the upstream identification
and preparation of extra-budgetary projects.

Monitor the implementation of the Office's programme and budget against
the backdrop of the overall goals of the Organization as articulated
in the C4 and C5, General Conference resolutions and Executive Board
decisions.
Qualifications and experience required:
- University degree in the field of Secondary, Technical and Vocational
Education.
- Extensive relevant professional experience in the field of Secondary,
Technical and Vocational Education, preferably in UNESCO or in an Organization
of the United Nations system and/or in senior positions at the national
level .
- Good knowledge of recent information technologies and their application
Languages required
Excellent knowledge of French and good knowledge of English.
Salary and allowances
Initial appointment will be at P-4 grade with a net salary equivalent
to US$61,548 per annum ($57,316 if without dependants), plus the prescribed
annual allowances: post adjustment, at present US$7,078 dollars for staff
members with dependants (US$6,591 for staff members without dependants,
family allowance of $1,936 for each dependent child (if there is no dependent
spouse, this allowance is not payable in respect of the first dependent
child). These emoluments are normally exempt from all direct taxation.
Income tax on such remuneration, if levied, is reimbursed in accordance
with the Staff Regulations and Staff Rules. Participation in the United
Nations Joint Staff Pension Fund and the UNESCO Medical Benefits Fund
is compulsory, and contributions to these Funds will be deducted monthly
from the salary.
Travel is provided for the staff member and his family (spouse and recognized
dependants). In addition, UNESCO contributes towards the cost of installation
at the duty station and to the education of dependent children. On separation
from UNESCO, a repatriation grant is paid.
