Developing Elementary Education in Senegal

Description

To achieve the quantitative and qualitative development of elementary education, the African Development Bank granted a loan to the Republic of Senegal for the implementation of a first Education I /ADB project in Senegal. The said project which has two key components: "the rehabilitation of 100 classrooms" and "the preventive maintenance of schools" will cover three pilot regions: Louga, Diourbel and Fatick. There are also plans to strengthen the structures of the Department of School Construction and Equipment (DCES).

Strategy

  • technical assistance : providing the services of :
    • an international architect (37 months)
  • rehabilitate schools in the three pilot regions : Louga, Diourbel and Fatick ;
  • build two office blocks;
  • equip rehabilitated schools in the three pilot regions ;
  • sensitise school users (pupils, teachers, parents) in these pilot regions on the effective maintenance of school infrastructure.

Results

  • rehabilitating 100 classrooms in the regions of Louga (09 schools of 22 classes), Diourbel (08 schools of 33 classes) and Fatick (11 schools of 45 classes) ;
  • providing school furniture for the 100 rehabilitated classrooms;
  • supply 700 tool kits and 1000 building material allotments;
  • build two office blocks for INEADE and BPE ;
  • set up management committees in schools ;
  • prepare and distribute a sample of the identification records comprising: the identification of the school, the identification of the site, the identification of buildings, the identification of rehabilitation works, the identification of the state of school furniture;
  • formulate a model of presentation of a general programme concerning the preventive maintenance of schools and comprising : the justification, definition, objectives, strategy, means and actions ;
  • prepare and distribute a preventive maintenance guide ;
  • prepare posters on preventive maintenance;
  • introduce maintenance and upkeep activities in teaching programmes ;
  • associate the media (radio, television, national press) to :
    • extend sensitisation on the continuous maintenance and minor repair work in the school;
    • create and develop general awareness of pupils, teachers and parents on the need to effectively maintain schools ;
  • develop a spirit of collaboration between the school and the local authorities, on the one hand, and with NGOs, on the other, with a view to increasing building, rehabilitation and maintenance activities;
  • reinstate the fortnightly celebration of school cleaning activities;
  • strengthen the Department of School Construction and Equipment (DCES).
